Project Manager (Manager or Senior Manager) – Warisan KL and Dataran Merdeka Heritage Area, Culture-Based Economic Development (Heritage and Conservation)




Think City’s Culture-Based Economic Development flagship aims to build an interconnected network of cultural assets within and between cities, which aims to preserve and leverage heritage as a catalyst for local socio-economic development. We focus on conservation, adaptive reuse and museology. This includes preparing dilapidation surveys, strategic master plans, and conceptual design as the basis of reference for interventions, restoration, adapted space use, and curation of museums—increasing the value of heritage assets and connecting heritage building owners to new businesses so that these buildings have new relevance in modern life.

Role Purpose

As a Manager or Senior Manager, you lead end-to-end delivery of conservation and adaptive reuse projects for historical buildings in Warisan KL and Dataran Merdeka Heritage Area. This role requires an Architect or Engineer with strong technical and project management capabilities to oversee design coordination, construction implementation, and heritage compliance and tenant-ready fit-out delivery. You will manage project timelines, budgets, and quality, while coordinating multidisciplinary teams including architects, engineers, conservation specialists, contractors, retail consultants, and authorities.

You will work closely with local and international experts, heritage authorities, government agencies, and community stakeholders, contributing to nationally significant heritage conservation initiatives.


Key Responsibilities

1. Project Delivery & Planning

  •  Translate client briefs and conservation objectives into clear project scopes, implementation plans, budgets, and timelines.
  • Develop and manage project schedules, milestones, and deliverables.
  • Lead weekly planning meetings and site coordination meetings, including preparation of minutes and action tracking.
  •  Monitor project progress and proactively resolve issues affecting delivery.


2.  Design Coordination & Technical Oversight

  • Coordinate architectural, structural, and M&E designs to ensure alignment with conservation requirements.
  • Review technical drawings and specifications to ensure compatibility with heritage fabric and adaptive reuse objectives.
  • Ensure design integration across consultants and disciplines.


3. Construction & Site Management

  • Oversee site implementation of restoration, conservation, and refurbishment works.
  • Monitor contractors and consultants to ensure compliance with approved drawings, specifications, and conservation standards.
  • Conduct regular site inspections and progress assessments.

4. Heritage Compliance & Permitting

  • Ensure all works comply with Jabatan Warisan Negara (JWN) guidelines and conservation best practices.
  • Coordinate planning submissions, permits, and approvals with relevant authorities such as DBKL, BOMBA, Suruhanjaya Tenaga, SPAN, TNB, Telekom, and others.
  • Ensure adherence to relevant building codes, safety regulations, and heritage conservation requirements.

5. Stakeholder & Client Management

  • Act as the primary day-to-day contact for clients and stakeholders.
  • Provide structured progress updates, reports, and presentations.
  • Coordinate the work of consultants, contractors, cost consultants, and conservation specialists.
  • Facilitate engagement with heritage stakeholders and community groups where required.

6. Cost, Procurement & Contracts

  • Support procurement strategies, including preparation of tender documents, contractor pre-qualification, evaluation, and recommendations.
  • Monitor project budgets and cost variations.
  • Administer contracts including variations, claims, and change management processes.

7. Quality, HSE & Risk Management

  • implement quality assurance processes, including inspection and test plans (ITPs).
  • Conduct site inspections and audits to ensure quality standards are met.
  • Enforce health, safety, and environmental (HSE) requirements on site.
  • Ensure protection of cultural heritage assets during construction works.

8. Documentation & Project Handover

  • Maintain comprehensive project documentation including drawings, inspection records, test reports, O&M manuals, warranties, and as-built documentation.
  • Coordinate final inspections and handover documentation to clients.

9. Business Development

  • Contribute to opportunity development within Warisan KL and the Dataran Merdeka heritage precinct.
  • Support preparation of EOI/RFQ/RFP submissions, proposals, and pitch presentations.



Qualifications, Experience and Skills

Minimum Qualifications

  • Degree in Architecture, Civil Engineering, Mechanical Engineering, Electrical Engineering, or related built-environment disciplines.
  • Professional registration or progress toward professional accreditation (e.g., PAM, LAM, BEM, IEM) is an advantage.

Experience

  • Minimum 5 years (Manager) or 7 years (Senior Manager) of professional experience in architecture, engineering, construction, or project management.
  • Experience in construction management projects, preferably in adaptive reuse or restoration of buildings.

Desired Experience

  • Experience managing construction or restoration works for buildings.
  • Familiarity with heritage conservation principles and regulatory processes.
  • Experience coordinating multidisciplinary consultant teams and contractors.
  • Experience working with government agencies and regulatory authorities.
  • Strong verbal and written communication skills in English and Bahasa Malaysia.
