Levelling Up
Like most of Penang, Seberang Perai has seen significant growth and investment over the past decades.
However the mainland of Penang faces certain challenges that restrict its objectives such as urban sprawl, low economic density, income disparity, productivity loss and deterioration of natural assets. This Programme consists of 3 strategies designed for Seberang Perai to level up and unlock new opportunities to achieve inclusive and sustainable development.
2016-2019
Strategy 1
Development of a comprehensive vision and concept plan for Seberang Perai’s coastal area by taking a bottom-up participatory visioning and concept planning approach to identify the growth aspirations and opportunities for future generations. This will include various community and stakeholder engagements to gather local aspirations ensuring inclusivity and representation of community and stakeholders in the engagement process.
Strategy 2
Forging partnerships with local communities in the conservation, restoration, activation and management of Seberang Perai’s natural assets. Through collaboration, alignment, engagement and coordinated efforts with key stakeholders, Seberang Perai will ecologically and economically activate these ecosystems for greater purposes such as eco-tourism and education.
Strategy 3
Facilitate economic and social progression through integration of suburban townships and neighborhoods as integral parts of driving Penang Mainland’s growth. This will include empowering local communities and businesses to play a more active role in creating new economic opportunities and realizing local economic revival while building a sense of identity and social cohesion among local communities in the townships and neighborhoods around Seberang Perai.
Consolidation of plans, rehabilitation of natural assets, and the revival of townships and neighborhoods will lay the foundations to set Seberang Perai on a path of new growth and empowerment. The Levelling Up Seberang Perai Programme is anticipated to benefit Seberang Perai progressively to achieve meaningful long-term positive impacts for inclusive, equitable and sustainable development on:
