Urban Redevelopment Framework for

Transit-Oriented Developments

Think City explores a potential transit facility site and its surroundings to recognise opportunities for urban regeneration, enterprise development and land value capture.

This research on the transit-oriented development (TOD) site seeks to inform decision-makers of the project’s capabilities to encourage public transit ridership, urban density and local economic development.

The study presents an assessment of the site and surrounds, an economic framework, concept planning, development feasibility, and a strategy for implementation.

The Problem Statement

Think City was commissioned to demonstrate the potential merits of TOD in a Kuala Lumpur neighbourhood. Think City identified opportunities for urban regeneration, enterprise development, and land value capture by exploring the area surrounding the proposed transit station. This study seeks to reveal the potential of the proposed site in:

The Implementation

Think City reveals the site’s potential to create opportunities for increased economic density and develop infrastructure that supports emerging sectors. Through extensive research on location distinctiveness and demographics, Think City recommended strategies to offer sustainable solutions and a balanced space, suitable for the target population in terms of needs and affordability.  

Site observation

On-ground site investigation to observe the number of residential households, commercial activity, and general demographics

Site Assessment

Combined use of geospatial data and site observation to evaluate the site and its context, including land use, traffic and public transit systems, public amenities and facilities, and property market intelligence

Regulation and zoning review

Examination of applicable planning codes and laws, and relevant local policies

Unearthing Economic Potential

Research on potential economic drivers based on an audit of catchment areas and emergent trends

Design charette

A collaborative, multi-disciplinary design and planning exercise to identify opportunities and constraints, and design concept plans

Best practice case studies and benchmarking

A review of international approaches to land value capture, community engagement, and temporary relocation

The Outcome

Development of an urban redevelopment framework that reveals the site's regeneration potential which includes:

Land value capture and business strategies to finance the developments in a sustainable manner
